
Executive Director, Department of Intelligence Studies
Ted Stanich is the executive director of Intelligence Studies. He has over 30+ years of experience working in federal law enforcement and national security. Before joining 黑料社, Stanich served as the associate administrator (AA) for National Security (formerly the Office of Homeland Security) in the EPA Administrator鈥檚 Office since 2018. As AA for National Security, he oversaw the Federal Intelligence Coordination Office in EPA and served as the EPA federal senior intelligence coordinator (FSIC), leading all coordination between the intelligence community, the greater executive branch departments and agencies, as well as the EPA.聽Stanich represented EPA at the White House National Security Council, Federal Senior Leadership Council, and the Office of the Director National Intelligence (ODNI) FSIC Board. He also served as a member of the Executive Board for the FBI鈥檚 National Joint Terrorism Task Force (NJTTF), National Counterintelligence Task Force (NCITF), and the National Cyber Investigative Joint Task Force (NCIJTF). Earlier in his career, Stanich served as the deputy director of EPA鈥檚 Criminal Investigation Division (EPA-CID) and the deputy director of the Homeland Security Division (EPA-HSD) in the Office of Criminal Enforcement, Forensics, and Training (OCEFT) and had been a special agent within OCEFT for over 27 years. He served in EPA-CID in several locations across the U.S., including Atlanta, Pittsburgh-Wheeling, Detroit, and Washington, DC. Stanich was the special agent in charge of the Washington (DC) Area Office.
After responding to the 9/11 and anthrax attacks in 2001, he led the creation of EPA鈥檚 National Criminal Enforcement Response Team (NCERT), one of EPA鈥檚 special teams. While serving in EPA-HSD, Stanich managed and directed the NCERT鈥檚 support, including intelligence coordination, during National Special Security Events (NSSEs), such as the Winter Olympics in 2002, the G-8 Nations Summit in 2004, the national political conventions in 2008 and 2012, as well as special events as designated by the Department of Homeland Security, such as several Super Bowls and MLB All-Star games. He also oversaw numerous law enforcement responses to natural and manmade disasters, including Hurricane Katrina; Deepwater Horizon oil spill; West Texas explosion; Freedom Industries hazardous materials spill; as well as Hurricanes Harvey, Maria, and Irma. Stanich also served as a task force officer as the EPA Senior Law Enforcement Intelligence advisor at the FBI鈥檚 NJTTF for over two years during his tenure in EPA HSD. His efforts focused on the integration of environmental criminal and law enforcement, as well as national intelligence with homeland and national security issues, including water security, counterterrorism, and law enforcement emergency response.

As the AA for National Security, Stanich also oversaw the agency鈥檚 efforts to counter all aspects of adversarial and insider threats to public health and safety, environmental security, economic security, and national security, supervising the following programs: Insider Threat Program (ITP), Operational Security (OPSEC), Defensive Counterintelligence (DCI), and Research Security.
He led the National Security Executive Steering Committee (NSESC) within EPA鈥檚 leadership ranks to serve as an advisory body for resource and strategic decision-making for coordinating efforts on emerging national security issues and developing plans to meet them. He created and led the EPA Intelligence Coordinating Network (ICN) to foster a deeper understanding of the intelligence needs of EPA programs and plan for emerging intelligence issues, which informed changes to requirements of the agency.
Stanich also led the agency's participation in the Zero-Based Review conducted by the ODNI to revise the National Intelligence Priorities Framework (NIPF) and developed intelligence requirements to support EPA programs and equities. EPA was designated the Sector Risk Management Agency (SRMA) for the water and wastewater critical infrastructure sector, and Stanich developed and refined water sector intelligence requirements with the Water Information Sharing and Analysis Center (WaterISAC), the Water Sector Coordinating Council (WSCC), as well as public and private water sector association members. He worked with IC partners and other critical infrastructure sectors to coordinate analysis across the IC and provide strategic intelligence briefings to executive leadership within the agency and water sector. Stanich coordinated and collaborated with IC entities to share emerging threat information and intelligence. He also developed a Cyber Threat Intelligence Program at EPA to coordinate with ODNI, IC agencies, and private sector intelligence entities (e.g., Dragos, Mandiant, Recorded Future, and CrowdStrike).
Stanich has also served as an instructor in environmental crime, white collar crime, intelligence, emergency response, and homeland security at the Federal Law Enforcement Training Center.
